Force Down Economics
As you know, the economy is in pretty poor shape right now. And President Bush's idea for a business tax cut, to improve the economy, is nothing more than President Regan's TRICKLE DOWN ECONOMICS. Well it didn't work then, and it wouldn't work now.
We need something new to fix our economy. I call it FORCED DOWN ECONOMICS. In stead, of giving business an automatic tax cut, we make the law read as follows (I'm sure congress will have to adjust dates....):
Businesses can earn a tax refund of X amount for every unemployed person they hire, over their January 2002 staffing numbers. To qualify for the tax refund, the new employees have to have been unemployed and the business has to maintain an employment level over their staffing levels of January 2002 for X months. The increased staffing levels have to be equal to or greater than the number of qualified unemployed persons hired.
This idea doesn't cost the government a dime. The government just uses their unemployment and welfare dollars to pay businesses to hire the unemployed. It'll encourage businesses to start new offices and get into new products because a good portion of the employment overhead will be paid for by the government tax refund. In other words, government will be rewarding companies that support TRICKLE DOWN ECONOMICS. Companies that don't help the economy don't get a dime. Thus the concept of FORCED DOWN ECONOMICS.
I hope you get the idea. Since government is forced to pay unemployment and welfare anyway, why not use that money to help the economy. It also keeps us from adding more debt and adds tax revenue. We're not giving a tax refund, we're shifting unemployment and welfare dollars to fund the refund and more employment plus increases in businesses means more taxable income.
This idea forces economic growth in order to get a refund. Businesses will jump at the chance to get involved in new products and services because the break-even point is significantly reduced due to the government's payroll assistance via the tax refund.
